RCS Broken?

Sent a report, just wondering if anyone's RCS is stuck on setting up.

I unregistered rcs using the Google web link then registered again using Messages app. After about 30 minutes now shows me connected.

Mine was working fine after the update then stopped working this morning out of nowhere on T-Mobile. After trying the usual troubleshooting things I went in and turned my SIM off under connections and then back on and it immediately connected and I'm able to use RCS again.

What seems to be working (for now anyway) is 

1) Turn off SIM
2) Reboot the Computer
3) Turn on SIM

This so far has allowed RCS to connect.

Curiously, when SIM was turned off, I began to Roam on AT&T (sim is T-Mobile).  Don't understand that, but curious.  BTW, did not connect to RCS while on AT&T either.
