With the good lock app on the Samsung Note 9 I was able to go to my recent apps list. Drag an app and choose to either pop up-view by swipping app to the middle, and if an app is in the background (meaning if I had for example "settings" open before going to recents) I can split screen from the top or the bottom by draging the app there. Now on the note 10 plus it only allows me to drag for pop up view or full screen only. No split screen option. P.s drag to fill screen from recents list is not useful because you can just click the app you want to full screen.
