Like several other people here, OneUI bugged out and was preventing normal operation. Apps were inaccessible, as was the rest of the screen outside of the top drag down menu and side bar. You could select options from there, but couldn't navigate the apps they opened, ex Settings.
The first time, I had to factory reset my phone. It happened again to me this morning. I used Samsung DeX on my desktop to poke around, trying everything I could think of, and stumbled onto a temporary fix.
Using DeX, navigate to your APPS header in the SETTINGS menu. Make sure you can see system apps. Search up OneUI Home in the search bar. In the top right, select the three dot menu. Click UNINSTALL UPDATE. It should revert OneUI Home to factory default, and allow you to use your phone again. I hope they get this patched soon. Good luck!

QuestionsIf you have never used DEX and cannot use the screen can you still get access?

Yes, it *should*. For whatever reason, the notification that appears on your phone to link with DeX is unaffected by the UI lockout.
