It was happening to me, it turns out I had downloaded a wallpaper from the Theme store that wasn't compatible. I wasn't even using it, but just having it installed caused the crash. Once I uninstalled it the settings stopped crashing
Hello, This is a known issue and has been fixed internally. Fix will be included as part of next software update. In the meantime, you can try the suggestion by @Ryan891 as a workaround.
