Add Flash Toggle to Expert RAW and Pro Camera Modes

The Problem:

Currently, users of the S25 Ultra are unable to use the built-in flash when shooting in Expert RAW or Pro Mode. While these modes are intended for professional manual control, there are many scenarios (such as fill-flash for portraits or macro shots) where manual control over shutter speed and ISO needs to be paired with a flash.

Proposed Solution:

Flash Toggle: Add the standard Flash icon (Off/On/Auto) to the top bar of the Expert RAW and Pro Mode interfaces.

Fill Flash Sync: Ensure the flash can sync with manual shutter speeds (up to the hardware's sync speed limit).

Torch Mode: At the very least, allow the "Flash Always On" (Torch) setting to remain active while composing and capturing in these modes.

Why this matters:

The S25 Ultra is marketed as the ultimate "Pro" camera phone. Forcing users back to the "Photo" (Auto) mode just to use the flash defeats the purpose of having granular manual control. Adding this would bring the Galaxy camera closer to the functionality of a dedicated DSLR/Mirrorless system.
