Allow dual sim to work even if one has no signal

Other mfg can do this so not sure why you can't but allowing secondary sim to use primary sim data for virtual voice over wifi. This let's both sims have full functionality even if one has no service by using wifi calling but with lte/5g instead.

Yet two other mfg do it (Google and apple). It doesn't use that much battery. The data packets are minimal and you're phone already has an active data session. Dual sim standby uses more battery than using it over data even because the phone had to dance between providers and frequency.

If it's trying to find a signal it will eat battery. That's why they told everyone disable 5G in the beginning cause it couldn't find a signal
