Location Access Indicator

I like the location access indicator and transparency is good, but I seem to always have some system all accessing so my indicator has been on almost literally all day. It would be nice if there was as option to either whitelist apps to not turn on the indicator, or to turn off system apps turning on the indicator because, at least for me, I don't care what my system apps do, but I'd like to better watch the 3rd party ones.

Where do I find the toggle? I cannot find Location Indicator in the settings!

Search for Location Services in the System Settings. It's the toggle at the bottom.
