Modes is requiring 7 app permissions and cannot be shut off.  This is a breach of privacy.

Why is it a breach of privacy? Don't grant permission and don't use the feature if you're not comfortable with it

There are no options in this UI that allow the user to remove permissions for Modes and Routines. That would be why.
