Laws differ from state to state in the USA on recording. There are a few states that are both party consent which includes California, Delaware, Florida, Illinois, Maryland, Massachusetts, Montana, Nevada, New Hampshire, Pennsylvania and Washington. The rest are one party consent.

Not everyone lives in the United States. They also might use it for other reasons where the other party's consent isn't necessary.

It should be up to the user to be aware of their local laws and act accordingly. It's a shame that it's a feature left out in the US variant.
