Pin Notification

Probably won't make it into OneUI 6, but could be a good addition in 6.1. Pin notification allows the user to pin an important notification to the top of the notification window. They can pin one notification, multiple, or a group of notifications from an app. This also prevents the notification from being cleared with the clear all button, and when swiping away the notification, a confirmation prompt is shown.

If you use Notistar in goodlock there's a new Labs feature that does exactly what you're asking for. It's called "Set app unable to clear notifications" and it allows you to select apps whose notifications will not be cleared when you use "clear all". Swiping left/right on the notification will still clear it unfortunately.
