Form the home screen without and active notification, you can pull down the setting tray twice and click no notification to access previously dismissed notifications.

The app "Nice Catch" under Good Lock achieves this essentially. You can view any previous notification, call, alert, toast, screen wakelock and literally everything else regardless if you've missed it or dismissed it. It's saved me countless times
