Instagram notifications not showing correctly

I've been using Instagram since late 2021 and so far had no problems with the app, until December of 2022. I'm not sure how to describe it, but I get plenty of notifications during the day and if I get a certain notification, Instagram automatically knocks it back down from 12 or a number greater than 1 to just 1. Why? I have no unread messages or any hidden messages. Am I the only person experiencing this? A picture has been provided below on what it occasionally looks like. 

 
Please help me understand what is going on. Any help will be highly appreciated.

I've already updated the app at least 7 times, and cleared cache and data. But thank you tho

This is NOT a post requesting help on setting up Instagram notifications.

I've been a user for about 5 years. I have Instagram notifications set for about 8 accounts that I follow to ensure I don't miss a post. Notifications have failed to appear for about the last two weeks, and has gotten worse the last 48 hours.

This has been happening in my Samsung Note 9 phone and my Samsung Galaxy Tab S6 which are both set up identical. So I think I can rule out an equipment issue, so is the problem with Instagram or is Samsung somehow limiting notifications are their devices? I have cleared the cache for the Instagram app on both devices, but have stopped short of uninstall/re-install.

I am reading posts in other subs that other users appear to be having issues.

Who else is having problems?

Since each device is at least 4 or possibly 5 years old and is no longer getting updates, could that be the problem?

That's not that old. Notifications shouldn't suddenly just stop working, as long as the phone is mechanically able to receive notifications.
