Samsung hasn't stated Android 12 UI 4 would out now.

It's still in beta ... GA prob end Nov, Dec

To be fair I literally typed in Google to try to find the beta program for Samsung owners and it still says it's available

One UI 4 Beta Registration for S21 is closed. So no banner is shown. 

FYI, Verizon, ATT  devices are not eligible to participate in beta program.
