Camera Scene Optimizer Toggle is missing

With the One UI 4.0 Bets the camera Scene Optimizer indicator (yellow star at bottom left) 

and toggle is missing from the view finder.. Scene optimize is turned on in camera setting. See screenshot of viewfinder and also screen**bleep** from my other phone with One UI 3.0

Scene optimizer is turned off automatically if you apply a filter. Have you applied a filter ?

I have the same issue with the scene optimizer. I have also notice a degraded image quality in the photos.
No filters or anything selected as I don't use them.
