Let me guess, you're on a unlocked Samsung?, I had the same issue, until I flashed the t-mobile firmware and took the update, I started getting the new clock widget

I downloaded the official Google clock from playstore

I just downloaded it and that widget is not present.

If you downloaded the correct official clock and are on the latest playstore then when you go to your widgets you will see them as in the picture I included. Once you select one of the clocks you will be presented with further options to modify the clock. The clock in my original post is the same clock that's in the picture I just uploaded. Hopes this helps
