I've already reported this on beta 2 and it was marked as fixed (it has not been😕   

Attached is a screen recording of what happens if you close a sub-page and pull the quick panel back up immediately after.

Problem Cause: Animation shown when opening / closing a sub-page is overlapping the quick panel and results in a pop-in of the underlying animation of the quick panel going back up.

Problem Countermeasure: Remove initial animation if user interacts with the quick panel after closing a sub-page (similar to how touching the home screen immediately after swiping home removes the animation to allow use of the home screen)

Expected behavior: All toggles should be visible when swiping back up quickly.

I'm not even sure what I'm even supposed to look at.

I see after you're done with your selection it instant closes the sub menu then "animates the rest of the closure for the notification bar" is that what you're talking about?

Could it be the sub menu just simply doesn't have an animated close?

It does have an animated close. Just simply tap Done and leave it alone. You'll see that the clock above is animated.

It's a lot of information to process but I have to be detailed if I'm explaining exactly what goes wrong

The animated close is basically having to finish and stops the next animation from showing until first one is done

I see, it isn't a smooth transition.. It's like some frames are missing or something.. Good eye!

Hello,

Please erase the device cache using steps below. If issue persists, Please update Samsung members app to latest version from galaxy store and send us an error report from the Samsung member’s app -> Beta Feedback -> Error Reports to help us debug the issue.

  1. Turn off the device.
  2. Press and hold the Volume Up key and the Side key.
  3. When the Android logo displays, release both keys.
  4. An 'Installing system update' message may show briefly before the Android Recovery menu options appear.
  5. Press the Volume down key several times to highlight Wipe cache partition.
  6. Press Side key to select.
  7. Press the Volume down key to highlight Yes, then press the Side key to select.
  8. When the process is complete, Reboot system now is highlighted.
  9. Press the Side key to restart the device.
