You can sort notifications by time in Settings > Notifications > Sort Notifications. Choose By Priority or By Time.
(I prefer By Priority since time sensitive notifications are important. What if a running timer is about to expire? At least have a Pinned Apps option to add which notifications should always be on the top.)
