Any suggestions other than completely restoring my phone back to one ui 4.1. I have tried multiple resets, but have the same issue.  I have an unlocked s22+ on the T-Mobile network.

To get out of the beta you have to withdraw and use smart switch to restore your phone. Meaning factory reset and restore with an old 4.1 back up

I had the same issue, but did not try wiping my cache, which MAY have resolved this.  To do this, power off your phone, then power it back up while holding the Power/Bixby button and the Volume up button.  Release the power button as soon as you see the Samsung logo, but keep Volume up pressed until some tiny text shows up.  Use the volume down button to select wipe cache partition, and press the Bixby button to initiate the wipe. Volume down again to yes, and Bixby again to select this.  Once done select Reboot system now to get the phone to re-boot normally. 

Now see if you can has data while not WiFi'd.

Hello,

Please erase the device cache using steps below. If issue persists, Please update Samsung members app to latest version from galaxy store and send us an error report from the Samsung member’s app -> Beta Feedback -> Error Reports to help us debug the issue.

  1. Turn off the device.
  2. Press and hold the Volume Up key and the Side key.
  3. When the Android logo displays, release both keys.
  4. An 'Installing system update' message may show briefly before the Android Recovery menu options appear.
  5. Press the Volume down key several times to highlight Wipe cache partition.
  6. Press Side key to select.
  7. Press the Volume down key to highlight Yes, then press the Side key to select.
  8. When the process is complete, Reboot system now is highlighted.
  9. Press the Side key to restart the device.

I sent a error report and performed the device cache erasure and was able to restore my internet connectivity
