Thats interesting. For me OfferUp does not work no matter if it's on mobile data or wifi. This is more than likely a app problem that the developer needs to update for Android 12 support. Of course being a Beta doesn't help either.
As the issue involves a 3rd party app, fix needs to be performed from the application side. It would be best if you let app developers know of this issue through their support channels.
