Screen rotation icon not showing sometimes when locked in Portrait

Some apps it shows, others it doesn't. The small little gray icon you can press to rotate the screen doesn't show in some apps sometimes, very annoying. I do not like Auto rotate, but the icon is great to manually rotate is great, when it appears.

I like auto rotate, there should be an option to either use the icon or auto rotation.
