DiscussionsYou can try disabling it by going to Settings > Accessibility > Visibility Enhancements > Reduce transparency and blur.
Give that a try and report back.

DiscussionsTo be clear, the Cache Partition is for the OS ... it requires rebooting the phone into the Maintenance screen ("Recovery" screen)
Each app also has a Cache that can be cleared.
