Maybe it's enabled by default, but you can't modify the settings?

It's not for some reason. There was an app that allowed access to the menu and you could toggle it on to fully enjoy your device. It is called Samsung Band Selector. Worked wonders..

when I accepted the t mobile Sim in the early part of the year, it went away for me as well & neither sprint nor t mobile could give me an answer.
furthermore, I couldn't do rcs with anyone on non flagship samsungs anymore on the stock app.
it's my assumption it's carrier locked.

Samsung Band Selection was the fix for the issue. It worked excellently on One UI 3. Whatever.. 😂. It doesn't seem compatible for this build tho. I'm disappointed and have lost some of the best parts of owning the device. Feels like a step back. I'm gonna have to roll back out of beta.

Yes, it's some carrier nonsense.. I went to a couple T-Mobile/Sprint stores last year and let them know, that way they could help their customers have a great experience..
