Ever since the original One UI 5 beta, if I ever open the Google Home app it makes the volume controls on the phone unusable. I have to clear the app out the background for my volume to work again. Occasionally I have to restart the phone.

I submitted this bug on 8/25. For me checking any Google camera feed lags the audio and video. And just like OP said you need to force close Google home to fix it.
