This is only the 2nd beta, and it took this long to be updated. Usually we go through ~5 betas before a stable version is released. I'd say first week of Dec, late November.
Beta Program schedule keeps changing so it is hard for us to confirm final date but we are targeting to provide final s/w to carrier by mid to late Nov which may change any time.
