Does double tapping the recent app screen not switch 90% of the time?

When I double tap the 3 vertical bar icon (recent apps) most of the time now since the update it just shows a blank screen of my wallpaper with the four suggested apps. Does this also happen to others? See image. 

Bug submitted it but wanted to verify with others.
