Edge lighting with locked phone

I'm only getting the edge lighting effect when the phone is unlocked. When it's locked, I get the banner but not the lighting effect. Anyone else noticed this, or has experienced it?

Same, I haven't had it since s23u. I assumed it was because this phone has no curved sides.
I get the bouncing app icon all over the screen, just no frame.

It's supposed to work on any S-series phone.
