I can't downgrade from UI 4.0 back to 3.1

For the past day, I've been trying to downgrade the beta to the latest official release, but the problem I've been facing is keeping me from doing that. Whenever I use Smart Switch on my laptop to downgrade it, after I start the process, it then tells me that it failed to upgrade the firmware. If anyone knows how to fix this, please let me know.

Did you first "Withdraw" in Members, then Factory reset?

When I click downgrade one smart switch it just freezes and won't do anything. Sorry aggravated
