I have 21 ultra on Tmobile and I still haven't received the update, and no, my phone is not unlocked.

Beta testers have to wait until Samsung pushes out the stable versions.

It seems beta users on both Unlocked and Carrier devices are still waiting. I've seen some others who are on the beta and didn't get the update yet while those who didn't participate in beta got the update (carrier devices)
