Questions for Beta Suggestions

So I've heard that you can make a more accurate "beta suggestion" for the one ui 4 beta you know if you wanna add a suggestion or even a feedback to the software. Well do you have to be in the one ui 4 beta 1st to do so or i can still somehow add a beta suggestion without me being in one ui 4?

You do have to be part of beta program to provide suggestions during beta program.
