Had this issue 2 days ago at a 7/11 ( running beta 4) But the guy said their system was outdated and some wallets don't work, other than that it has worked everywhere ( Samsung pay )
G Pay is a no go if you have beta software running on your phone. The app will detect the beta essentially like you rooted your phone so it locks you out of it. Use Samsung pay instead.
During beta program, the software is not yet certified by Google, and therefore Google Pay and other secure services may not work.
