Everytime my phone restarts, I get this

 How do I make it stop???

Update the phone through settings> software update> and hit check for update and install the latest update.

Hello @PrincessMochi ,

It goes away after a few times. If it doesn't, you do have option to turn it off in settings -> biometrics -> Galaxy system app update. Please note that turning off this setting stops updating of apps automatically
