One UI BETA: Unable to lower call volume.

Once in calls it defaults to maximum even though you reduce the volume the slider seems to go down but no change in the actual volume level.

Are you using the phone's speakers during the call ... or wired earbuds? ... or Bluetooth earbuds? ... when it happens?

This happens to me as well while using my galaxy buds pro. It is very irritating since it genuinely hurts my ears. (Galaxy s21 Ultra)
