I have received a couple pop ups and noticed with me having dark mode turned on, even though the pop ups show up in white, as in case with the beta announcement, at the bottom the link to close the box is also white. Only way to know it is there is to have seen it in other builds before beta 4. The fact that it shows white for someone who doesn't know the box would not let them know it needed a click.
