Experiencing multiple issues with my apps and frozen screen

Can't load an app. Can't log in on apps. Can't move around on frozen screen. Can't close out apps. Definitely something going on. I'm glad it's not just me. However, this is a major issue for me.

After each use of my phone I have to wipe it up cause the screen look dirty.
