Hello,
I have gone thru my phone and have tried many solutions to try to fix my issue. It started with all the messages being muted so I selected them all and unmuted them by clicking the notification and now receive notifications on the current open messages.
But if I receive a new conversation that new message is with the crossed-out bell I don't get the notification sound that a new message arrives and have to select that conversation and unmute it.

In addition, make sure Sleep Mode and/or DND are not on for the times you receive the messages.
@DraganTine has turning off Sleep Mode and Do Not Disturb helped resolve this behavior? If those were on, that would explain why they were muted.

Galaxy S22I ended up resetting the message app and all preferences as sleep mode and do not disturb where off and messages were still being muted.
so far it's fixed until the next time lol.
