Is there a way to lower the minimum volume while listening to headphones?

The minimum is still to loud in some situations.

Which headphones are you using? If they're at minimum volume, there shouldn't be any sound at all.

Yes it goes from no sound at all to Too high. Bose and sony both.

Ah I see. Are you using them via Bluetooth or through a wired connection? One thing you could try is installing Samsung's Good Lock from the Galaxy Store, then find the Sound Assistant module. Within Sound Assistant you can reduce the amount the volume increases each time you adjust it on your phone. Aside from this, minimum volume levels are typically set by manufacturers. The lowest volume is slightly lower than it was definitely noticed a difference on the increments when you make it louder I find the biggest difference is adjusting The Equalizer which is kind of a pain to have to do but it does make the volume quieter on the lowest Notch before mute but yes thank you for your help
