One UI 7.0 Beta maxed out

I'm so sad. I went to enroll and it already reached maximum participants. Can this be? Is there a workaround?

Does everyone understand that a beta is a early buggy version. The purpose of releasing a beta version to a number of testers is to uncover bugs and get feedback on what might be improved. Testers are warned that beta might not be suitable for use on your primary device. Backup before you install. Use at your own risk. Knowing this it's apparent why they can't release to all users.

I think they're limiting it because they're carefully scrutinizing feedback.
A lot rides on this software for a successful s25u launch.

A smaller group of beta testers is easier to focus and respond to.

i'm disappointed too,waited too long, saw new Ui 7 with better interface design , and i desperately hope current weak erase function in photo album to be upgraded soon in new ui 7.

I found the section in the members at the talks about the beta registration and says to fill up the form but I can't find the link to the form anywhere.

There is no form to fill up. First round of beta is full. When they open 2nd round you will get banner on members app to sign up. You will see it only if you are selected by Samsung.

You will only see the banner if you have a T-Mobile device or your device was purchased directly from Samsung with a Model number ending with U1

Click on the megaphone at the top of the members app, then go to Notices.  If there is a One UI 7.0 Beta option at the top, click on that, then on the banner (that actually has a tiny Join Now button), and finally on Enroll (after reading the terms and conditions, as assuming you agree to them).  Once this is done, the beta will come through as a standard software update but may take a bit of time from when you clicked on Enroll.  This is all assuming that the beta is not full, as it has been for about a week now.
