If you have a carrier branded phone, ie you got it from the carrier locked to that carrier, then yes: there will be a delay as each carrier has to adapt their bloatware (aka "featured content") to the new OS. If you have a Samsung unlocked phone and are simply using the carrier's SIM card, then it should roll out to you as soon as Samsung flips the switch.

I'm waiting for the stable version as well. Google pay doesn't work in beta.

Google Pay has never worked in any beta ever in the history of betas. Financial software is always cautious and requires a certified final version operating system. The only work around is to use Samsung Pay/Wallet until the smoke clears.
