It doesn't need to be factory unlocked. It just needs to be unlocked or your carrier you are on has to participate. Even if the device is unlocked from said carrier the phone software is still tied to that carrier.

Only T-Mobile in the U.S participates, at least out of the major carriers. At&t and Verizon don't participate

Just spoke to samsung that is incorrect this is available for every samsung s23 models it's just released in batches

It is only for the S23 Series and you have to be either a TMobile Customer or have an Unlocked Device (doesn't matter carrier)
