Recommended people blank first time trying to share

The first time I try to share an image the recommended people suggestions are always blank. If I close or minimize the share options and click the share button a 2nd time then I get my recommended people list.

I have rarely seen this, though I do not refresh. If I wait long enough, the list shows.

I wish I had your luck. It's every time I try to share an image. It's normal if I try and send weblinks from the site.
