Try Installing Google Messages beta and also install Google carrier services beta, no issues with rcs chat services and Google messages

I'm on Google Messages and Carrier Services (both beta). I'm still experiencing issues with RCS Chat, every time my phone restarts the Chat gets stuck on either connecting or setting up. My temporary fix is to turn off SIM Card then clear cache and data on both of the apps then Google Messages will connect again

I have experienced no issues at all with rcs chat, it seems that there may be a issue with connecting to your Carrier which will cause a temporary loss of connection, also sometimes if you open the Google assistant and verify your phone number it will automatically verify your number with Google, hopefully this issue will be resolved

Try opening up your settings for connections and then intelligence wifi and then enable the automatic switch to mobile data Screenshot_20220809_205411_Settings_1000000318_1660092851.jpg

Did that already way before your suggestion, it's still doing it. For now the only way for Google Messages to keep connected is to not restart my phone

Force Close and Reopen Messages.
Close Unneeded Applications. 
Set Messages as Default Texting App.
Clear the Messages App Cache.
Update the Messages App.
Downgrade or Uninstall Messages Updates.
Update Google Play Services. 
Free Up Storage.
