You need to ask t-mobile why they put a Daily download limit on the Update, and normally the Carrier unlocked devices that are enrolled in the Beta program tend to receive the update last

Per Beta community post and also November 23 is when carriers like t-mobile and others have listed that the daily download limit will be removed, also carriers such as Roger's and Telus have November 23 as a release date but may change
