Don't know if by coincidence or just lucky. I turned off mobile data on my s21 + and was immediately able to download beta 4 over wifi.

Hello @Stevo1950s  ,

We fixed an issue with T-Mobile devices not receiving update. Some carriers do restrict download of software updates over mobile data and restrict them to Wi-Fi
