What issues exactly? Mine work perfect. Try going to the setting -apps- youtube- storage- clear cache P.s uninstall it and install it again and restart.
We have tried this and we were able to scroll videos fine. But then also our device are flashed to software fresh and haven't gone through as much aging as yours. As @Kwesjsu and @Rosekh suggested, please try clearing the cache and/or data of YouTube app.
