So I found out that depending on my phones brightness level my refreshrate will just stay at 120hz even when I'm not interacting with it or watching a 60fps video. This is weird and I think should be fixed because it's wasting battery for zero purposes. I tested this in a dark room with auto brightness on and that seems to be when it stays locked at 120hz on my s21 ultra on one UI 4.0 beta 3
