Is the Samsung clock pre installed on Samsung devices?

Is Samsung clock pre- installed on Samsung phones and tablets? 

In safe mode it was letting me uninstall Samsung clock.

Yes, the Samsung Clock app is preinstalled. Certain native Samsung apps/services can be uninstalled or disabled, while others cannot.

It was letting me uninstall Samsung clock in safe mode.

Even in normal mode you should be able to uninstall it. I know the S23U and S24U let me do it. You should be able to reinstall it from the Samsung store too.
