I used to be able to change between 4G and 5G data modes using the routine app. This no longer works and not only that, if you create a new routine, the options to change network settings entirely had been removed. Please add this feature back in the next beta
If the feature you're referring to is a Good Lock/Routines+ app then you may need to wait for the stable release of One UI 6 or for an update to the plugin.
This is actually a normal Bixby routine, however, Routines + should be working as this is one of the apps within good lock that doesn't show "unplugged". Why it doesn't work is kind of a mystery right now

This isn't a suggestion. A working feature that was used by many was removed with no notice in a recent update. The network mode toggle enables easy access to switch 5G on and off which results in significant battery savings when 4G LTE service is sufficient.
