I can't access the clipboard
The only one that works is Gboard but the system clipboard is inaccessible even through settings search
Does anybody know if this a bug or a setting that I have to turn on?

I had a similar issue. Try disabling SamsungSmartSuggestions. It works fine for me now.

Try clearing the system cache. Restart your phone..hold the volume up and power button at the same time.. release when the Samsung logo appears.. use the volume down button to select the wipe cache option.. restart your device.
My issue was in Kiwi browser only. I didn't attempt to use the clipboard in any other app often enough to find out if it was broken elsewhere. Copying texted caused SamsungSmartSuggestions and Gboard to both crash, but after I disabled SamsungSmartSuggestions I had no more issues. Hope you find a fix...good luck!

Please erase the device cache using steps below. If issue persists, Please update Samsung members app to latest version from galaxy store and send us an error report from the Samsung memberās app -> Beta Feedback -> Error Reports to help us debug the issue.
- Turn off the device.
- Press and hold the Volume Up key and the Side key.
- When the Android logo displays, release both keys.
- An 'Installing system update' message may show briefly before the Android Recovery menu options appear.
- Press the Volume down key several times to highlight Wipe cache partition.
- Press Side key to select.
- Press the Volume down key to highlight Yes, then press the Side key to select.
- When the process is complete, Reboot system now is highlighted.
- Press the Side key to restart the device.
