Probably the OS version a legacy OS. Most developers are looking for OS version 12 and higher for support. You may and side load on older version.

You can try going to the APKMIRROR site and try to find an older version of the Samsung Health apk and download it. You may be prompted to go into settings and allow install unknown apps since the apk is not from the Play Store.
