I have noticed when I bought the correct wall adapter to charge my note 9, it doesn't charge like it should. It says 7 8 hours to get fully charged. When it is a 15 watt charger for my note 9, it should charge 2 hours and 45 minutes to complete to 100%. why is this happening ?

Since the Note 9 was released in 2018 8 years ago 99% sure you need a battery replacement.
